So, have you already applied for your Pakistan PCC? I have got my India PCC from an Indian Consulate located in USA (since I am in USA right now). If you are staying in UK now, you may contact Pakistan Consulate in London to issue you a PCC.
Coming to your FBI Clearance Certificate from USA, whatever the period you had stayed, you will get it. Please go through the below link and follow the instructions. You may request them to provide this document at the earliest stating that you need to submit this document for your Canadian Immigration purpose by so and so date. It took about 3 weeks for me to get FBI Clearance Certificate for me and my wife. Don't worry, they should issue you this document.

Yes, you need to do the same thing as you did in your University to prepare settlement plan (hope you will get it from Google...I mean some regular formats) and that should be sufficient.
You may loose some time in your process to get all these documents and submitted to LVO...but one day you will get the results...so, be happy and do one by one.
I am also thinking that, CIO may ask for my PCCs again as I got them in Apr/May 2012 which is too old. If that's the case I will have to loose at least 6 more weeks in my processing time. Let's see what happens.

I've got everything sorted out and ready except this darn FBI certificate - had i known it before I'd have gotten it earlier. its gonna take atleast 3-5 weeks rather more considering the fact that I am not in USA.

am thinking whether I can send everything else but this, and send it as I get it.

oh yeah... gotta search google for that darn essay :-)

I have just now called FBI office and inquired about your case. But unfortunately, they said you have to get in touch with American Embassy/Consulate in Pakistan which is your home country. She said, the local American Embassy/Consulate will help you on this...but she was not sure about the entire procedure.

I know it's very lengthy and painful process to do all this, but you don't have any other alternate.

I have got my PCC from Germany and I did everything online. I don't know why can't it's possible for USA.

I don't know where you lived in USA earlier, otherwise I could have given you exact email address where you have to send email. Because there are lot of FBI branches all over USA. If you have the email proof, then you can proceed further.

Anyway, here is the contact number of American Embassy in Islamabad: 011-92-51-208-0000. Try if this works out.

I did contact the local embassy in Islamabad and unfortunately I couldn't get pass through the darn operator who would instantly patch me through an automated answering machine stating we do not entertain phone inquiries.

On 5th attempt he at least listened to my problem and then said you need to talk to immigration section and transferred to the same darn answering machine.

I'll call FBI tonight and see if I can get a better response than what they told u.

I sent an email to cjis and got the response... I need to fill out the form from FBI websit, get fingerprint card and have my fingerprints taken at local police station... And then send it back to USA.

In the meantime I am thinking to send rest of the docs to LVO ... There is no point in waiting 6-8 weeks for this when LVO has asked to respond in 60 days.
