Firstly, I am sorry for the late reply.
One good thing is LVO started communicating now. At the same time so much confusion...asking for the additional documents and RPRF without MRs.
Anyway, let's forget about that and try to collect/prepare the documents whatever they asked for.
So, have you already applied for your Pakistan PCC? I have got my India PCC from an Indian Consulate located in USA (since I am in USA right now). If you are staying in UK now, you may contact Pakistan Consulate in London to issue you a PCC.
Coming to your FBI Clearance Certificate from USA, whatever the period you had stayed, you will get it. Please go through the below link and follow the instructions. You may request them to provide this document at the earliest stating that you need to submit this document for your Canadian Immigration purpose by so and so date. It took about 3 weeks for me to get FBI Clearance Certificate for me and my wife. Don't worry, they should issue you this document.

Yes, you need to do the same thing as you did in your University to prepare settlement plan (hope you will get it from Google...I mean some regular formats) and that should be sufficient.
You may loose some time in your process to get all these documents and submitted to LVO...but one day you will get the results...so, be happy and do one by one.
I am also thinking that, CIO may ask for my PCCs again as I got them in Apr/May 2012 which is too old. If that's the case I will have to loose at least 6 more weeks in my processing time. Let's see what happens.
