As far as I know, unless you are a resident, you cannot obtain a police certificate in Saudi Arabia. The cic site also states for Saudi Arabia: "certificates are available only to current and past legal residents."

My spouse, the principal applicant, worked in KSA for 2 years but was not asked a copy of Saudi PCC by CIO nor by our Visa Office.

I'm sorry I assumed that you are in KSA with a working visa.
I'm not very sure what their definition of a "resident" is, but my spouse held a "working visa" hence he was not asked for a KSA PC. Best to ask KSA police since you are still there.
