Mhey/mflicerio: That was what I did. Got my MR and RPRF by email. I submitted the bank draft with a covering letter as well a printed copy of the email where the payment was requested. Though visa is Accra and not Manila.

As far as I know, unless you are a resident, you cannot obtain a police certificate in Saudi Arabia. The cic site also states for Saudi Arabia: "certificates are available only to current and past legal residents."

My spouse, the principal applicant, worked in KSA for 2 years but was not asked a copy of Saudi PCC by CIO nor by our Visa Office.
