That backlog may be specifically related to the Immigrant Investor Program, since it is a significantly different stream from other PNPs, and was shut down back in 2008. I don't think it relates to the timescales we should be expecting.
 
I was at the hospital, did my medical oct 15, nov 5 delivered to Ottawa, still waiting for ecas.

my doctor so they called me after 5 days

The thing i cant understand mostly is why criminal and security check get so long?
While i was watching my favorite tv program, border security aus, i jus saw that officer put a name and all criminal records came out. Is that something different in canada?

PNP on PEI investor program was corrupt as i live on the island already it is a regular news item. I have applied as a skilled worker after it was reformed and would think that I will not be investigated as to whether i am just buying a canadian PR card as I have skills that are required across canada on the NOC list that is published for FSW applications and have a positive LMO for my position.

PNP from PEI as a FSW will be treated in the same queue as everybody else who has VO as CIO sydney.

If you look on Trackitt.com province is not a factor but country of origin does seem to stand out especially if you are not already landed and are using a VO outside of canada as they all have different processing time. Also if you are a family with more members it will take longer than a single applicant due to more information to check and process.
