Yes, India has the regulation that Indian passports can't be sent outside the country via courier. But I know so many people who were living in Canada but their spouse/children were in India and they got an email to send their passports to Detroit/Buffalo. Two of my cousins got passport request last month and got the passports of their spouses/children couriered from India (I know it is illegeal). Another option which you have is to find a friend/relative who is traveling from India to Canada and who can bring the passport of your spouse with him/her. I don't think CIC cares for this Indian law because most of the countries don't have this restriction and CIC is not going to change its procedure due to law of one country.
