Did you ask your guy if Metro Mississauga was 2nd in line? I am not sure anymore... I know my courier guy reported 8:45am based on the time when he completed everything and about to leave....
I didn't. VW claim 8:10am, which I believe was the time they reach the counter. But they said they were the 4th. And there are 6 people working, 3 lines maybe.

Does anyone know if there have been any significant improvements on processing times or backlog because of this quota thing? I am trying to find the news but all I could find is a quote from previous immi. minister

"Citizenship and Immigration Minster Jason Kenney in a news conference held on May 10, 2013 described the problem as follows:
If we applied that [old] policy, we’d be on track for a backlog of 272,000 people by 2015 in this program, waiting for 16 years. That’s not acceptable. That’s not good enough for new Canadians. Instead, as a result of these efforts, we're on track for a backlog of 43,000 in 2015 and one to two year wait times."

Seems like the processing time currently is almost 5 year so looks like the process isnt working as they hoped it would.

Ok, post updated - either way, just trying to point out that the previous poster's 'order' may not necessarily be correct by basing of the courier's delivery timestamps.

Whatever you paid, i and everyone outside of GTA, would gladly pay. Consider yourself lucky. You are at huge advantage because you can deal with local courier.

Rest of us with fedupslator, are still wondering if we will make the cut or not
I live outside of ON, jut I posted my app by Canadapost to Happyroad on Dec 23. And I got the name of company from previous year forum. Spent 16+80. Not 5000))

My guess is that only one of the big three couriers will have all their deliveries within 5000 cap.

Found this from the other Chinese forum last year. Thought would help people this year too.

Thank you for bringing your concerns to my attention. This following describes our current practice for managing PGP 2015 applications:

1. Until the cap is reached, every envelope is date stamped with the date of receipt at our office, immediately at the time of receipt – this physical evidence is retained on file and in electronic records.

2. Until the cap is reached, every application is opened and reviewed for completeness in order, based on date of receipt – this physical evidence is also retained on file and in electronic records.

3. We process fee payments for only those applications submitted complete.

4. When we process a credit card payment which is unsuccessful at our first attempt, we give the client the benefit of the doubt in case there were connectivity issues. For these cases, we attempt that same transaction on 2 additional consecutive days (total of 3 attempts) before we reject that application for insufficient payment. Should that transaction be successful on one of those 3 attempts, that application is then retained for further processing. All attempts to process credit card transactions are documented and this physical evidence is retained on file and in electronic records.

5. Only complete applications for which the correct fee payment has been processed are counted towards the cap of 5000 PGP 2015 applications.

I can confirm that we do not open applications out of date order. However. given our facilitative procedures for unsuccessful credit card payments, fee payments for applications received later may be processed before applications submitted earlier. In other words, a client whose application was received later may have his credit card transaction processed before a client whose application was received a day or two earlier, because it took 3 consecutive attempts (3 business days) before we had a successful fee payment transaction for that earlier application. This physical evidence is also retained on file and in electronic records.

I have asked my team to perform a quality assurance check after receiving your query. They have performed both a physical and electronic record inspection and confirm that the process outlined above has been followed to date. All of our business process steps have been well documented.

Hmm interesting info but what happens when they receive more than 5k applications on one day (which most likely they did today)? If they stack them up and start processing one by one doesnt that make it a LIFO (last in first out)? As in the application which came in first will be at the bottom of that stack and application that came in last will be on top. Or they just combine everything together randomly and start picking them up? Judging from the previous years data it seems like people who submitted early got their CC charged early (except a few exceptions) so looks like there were a "time" consideration.

Yes exactly. The quote is "date stamped with the date of receipt at our office" so specifically says "date" and not "date and time". It should be obvious, anyway, that they are not using a "date and time stamp" as that would take a huge amount of time just to set to a new time every minute. They are probably using one of these.

Almost certainly they reached the 5000 cap today. I expect it will be some kind of semi-random or non-random lottery based on some unknown factors.

There is no perfect system to handle this. First starts with courier companies, they will not sort these parcel in order of exact receipt. It has been literally a lottery system for the past 3 years. CIC hasn't even started processing first batch of 2014 under new model. All have been blank promises plus the transition of governments and Syrian crisis together have made PGP stream hopeless than ever.

Better if CIC will based it on population per province and should be received per local CIC office.

Province Population Per Province Number Application Per Province
Nunavut 36,687 6
Alberta 4,145,992 582
Saskatchewan 1,129,899 159
Yukon 36,758 6
Ontario 13,730,187 1925
Manitoba 1,286,323 181
British Columbia 4,657,947 653
Northwest Territories 43,795 7
Prince Edward Island 146,524 21
Quebec 8,236,310 1155
Nova Scotia 943,932 133
Newfoundldand Labrador 526,837 74
New Brunswick 754,643 106
TOTAL 35,675,834 5000
Should most immigrants live in Ontario, BC, Montreal, Alberta? Therefore those 4 provinces can have more slots?

Sad news... our application was sent from Edmonton through Purolator for the 9am delivery. I got a msg from them just now saying it missed the connection and would be there tomorrow. This is our second year trying. I don't know we would try it again. Here is the message:

Status: Your shipment has been delayed due to a missed connection and will be delivered on 1/5/2016.

Doesn't surprise me. Working in a legal industry we are not allowed to use them for next day delivery as on more than 1 occasion they delayed multi million dollar transactions. Big law firms only use local couriers for local delivery and if it's overnight fedex.
