I find it reasonable and very probable that they have decided so. Having central processing creates Canadian jobs. It is most probably cheaper to have a centralized local expert team. Local visa offices are already overloaded. They role can be minimized to Bio-metrics, specific document processing (such as PCCs) and interviews. When I applied for FSW from UK in 2008 from Manchester, I applied to London office and sent my documents by post. I never went there other than the day I had to pickup my visa stamped passport. Almost everything can be done by email, online and post. Almost no need for local processes.
