I find it reasonable and very probable that they have decided so. Having central processing creates Canadian jobs. It is most probably cheaper to have a centralized local expert team. Local visa offices are already overloaded. They role can be minimized to Bio-metrics, specific document processing (such as PCCs) and interviews. The rest still can be done centrally through post and makes no difference.

When I applied for FSW from UK in 2008 from Manchester, I applied to London office and sent my documents by post. I never went there other than the day I had to pickup my visa stamped passport. Almost everything can be done by email, online and post. Almost no need for local processes.

Yes but as you said some of 2014 apps are yet to move at all. So the fact that 2016 is moving may be a red herring.

The same thing happened to my FSW application in 2008. I got IME in 3 months after applying and expected to be in Canada in 9-12 months. Then everything started to delay and the whole application took 2 years to be processed completely. As the result I had to redo my Medical Tests which costed me 1200$ more than it should.

From what I understand they are sending the immigration services jobs back to their central offices in Canada and hire Canadians to do them and will only retain a couple local officers to assist. All decision makings will be done in Canada. This will help them save a lot and all nationalities will go under one model.
 
They are hiring case processing agents to work at CPC-Ottawa for all three 8 hours working shifts a day. That CPC-Ottawa office is open 24/7 already.

Submission of a Schedule A – Background/Declaration form (IMM 5669), for you and all dependent family members, where question 8 – Personal History and question 12 – Addresses, cover the entire period since the age of 18, leaving no gaps, if not already submitted with answers covering this entire period.

I have already submitted this application DO I have to re-submit this with covering the entire period since my father was 18.

RPRF do i pay online and send them the receipt or sen the receipt to Mississauga office.

please advise Thanks.

After seeing your comments and email repetitively, now i am also confused. their email has highlighter "leaving no gaps, if not already submitted with answers covering this entire period." . As i have already submitted Schedule A for both of my parents along with application form with 10 years of info.

same , live in Quebec , credit card charged last week , it take a month before MIDI makes a decision and inform CIC.
I that point you might get instructions from CIC

How about this - I've got SA 2 weeks before my wife got hers for 2014 application. Both were moving out of CPC LVOs are a different team with different budget

Do not send the original divorce certificate unless it's required by the document checklist. Send a copy (translated & certified if it's not in English or French). Save the original for final stages if LVO wants it later.

It means that your application is not "In process".
Makes sense since some of the 2014 and 2015 applications have not reached that stage yet. It likely moved due to a computing error or an overeager CIC officer who didnt know what he/she was doing.

what you just said isnt true, i was just informed by cpc that this means it was in process at CPC and they sent it to LVO and now it became received at LVO
