Going by the current trend, It may take another 5-6 months to get your PPR request. So I think until your PPR request is not
turned up, it doesn't matter if you are in India or abroad. The medicals can be done anywhere and should be sent
to NDVO. So you can plan to be abroad for this timeframe. It would be advisable to be in India to submit your passports.
Regarding medicals - Xray ( for adults), blood and urine samples to test HIV, sugar etc., eye check up and small consultation with panel physician.
So don't extend your trip beyond 6 months, otherwise they may ask for Police clearance again.
