Dual intent in your case would refer to a situation in which you are visiting, but you also have the secondary intention of staying if the PR application is approved. I can't imagine it causing a problem. I think you'd just have to show them the usual, e.g. return ticket, and answer the usual kinds of questions they sometimes ask about what you do back home and whatnot.
To be honest when I was entering with dual intent the border officer so quickly set about stamping my things that I barely had a chance to disclose the PR application stuff before he did so. I did of course, but it seems like I easily could not have bothered. I think it would be a good idea to disclose your application so they have all of the facts available.
