However, this year I applied for admission to some PhD programs and got accepted with funding. I have to join the program in September but there is no guarantee that my PR application would be decided before that. I am living in Saudi Arabia and if I apply for study permit the application will be submitted to Riyadh embassy.
If you can answer any of the following questions I would be very grateful.
1. Is it is all right to apply for study permit while your PR application is in its final stages?
2. If the Paris office discovers that I would be studying in Canada would it affect my PR application negatively?
3. Also if I do the medical exam can I use the results for two different applications (PR and Study permit)?

“Section 22(2) of Immigration and Refugee Protection Act (IRPA) states: “An intention by a foreign national to become a permanent resident does not preclude them from becoming a temporary resident if the officer is satisfied that they will leave Canada by the end of the period authorized for their stay.” This can come up in a situation where an international student has one intention to apply for a study permit (as a temporary resident) and a second intention to apply for permanent residency. An applicant may have several mechanisms under the Act allowing them to transfer from the temporary resident stream to the permanent resident stream that would satisfy this dual intent provision. This “dual intent’ is not grounds for refusal of the study permit.”
1. As you can see the immigration should not affect your study permit this should answer your first point.
2. The minute they put your name in the system for any visa the system will indicate that you have an immigration application that is pending which should not affect you negatively in any way.
3. One of the question on your study permit ask if you have done medical for any type of visa so I am assuming that you don’t need to do it again.
By the way I strongly recommend to start applying for the study permit as it take at least 21 working days which mean more than one month and if you wait for June July to apply when the Saudi high school grades are out and then start applying for visa it will take more than two months.
I have applied for my daughter study permit from Saudi Arabia and a visit visa for me, after one week they send me a message indicating that they received the application and I am still waiting.
