These Security Checks are done by external agencies , and their main key is Date Of Birth.
If at the time of checking / entering date of birth of an applicant, and that is locked by the system , then that unlucky fellow has to pass through extensive security checks.
This is simple
Luck is an important factor in this "Security Checking" , VO are helpless over this , and cannot proceed without clearance from respective agencies.
