2013 Applicants r under so called fast track..
CIC wants to process them ASAP because they have a time line of one year..
No doubt its not possible to decide all the cases in 1 year but still they are much faster than the 2010 applicants..

Only Cash in your bank account or Investments in Cash with Banks like , Saving Certificates , Fixed Deposit Certificates , that could be encashed at any time are acceptable
