thats not I was asking... I meant how can they omit 2010 before 2013?

2013 Applicants r under so called fast track..
CIC wants to process them ASAP because they have a time line of one year..
No doubt its not possible to decide all the cases in 1 year but still they are much faster than the 2010 applicants..
