I suspect that it's not just up to them. If they're doing an extensive security screening (not just a check), then other countries might be involved too and their response is out of IRCC's hands.
Well, the case of refugees is definitely impacting IRCC and other agencies involved, and it's a top priority at the moment, which is understandable. For other outside agencies (from other countries), it's really sad if they cannot process any investigations within a reasonable amount of time, especially in this age of electronic and technological advancement.
