The Standing Committee on Citizenship and Immigration studies matters related to immigration and citizenship. It has *oversight* of Citizenship and Immigration Canada and the Immigration and Refugee Board of Canada, and monitors federal multiculturalism policy.
I would suggest to go thru minutes (http://www.parl.gc.ca/Committees/en/CIMM/Meetings) and see which members (http://www.parl.gc.ca/Committees/en/CIMM/Members) may seem partial to your situation.
Especially consider letter to Ali Ehsassi, http://aehsassi.liberal.ca/mp-service/citizenship-immigration/. Note what he mentions on page.
Finally, I strongly recommend group letter, on behalf of long-waiting applicants, rathre than dozens of unconnected emails. Group letters carry more weights and are easier to follow by the reader (IMO)
