i am in lahore, they asked me to mail to islamabad, how to pay the fee? and can i drop it in vfs lahore?

I guess you need to contact CIC if you want to change vfs centre and from both bfs offices passport always send to Canadian visa office for stamp.
Also give vfs a call and get info on that.

Passport request letter, passport and 2 photos, 50x70 size.
It also mentioned in the request letter too.

I have submitted my application on 31st January'18. I moved to IP2 on 14th February'18.
I just had a call with IRCC and according to them -

Criminality - Passed
Eligibility - Under review
Security - Not yet started.

Is this delay normal to you? What should i do next?

I am working as an insurance sales agent Noc 6231 and for first 3 months I was paid a basic salary plus commissions on my sales but due to not achieving my quarterly target now I am only working on commissions and completed my 1 yr in this noc can I count it as full time paid work exp?

Nobody is providing incorrect information. If the case agent says review required for a self attested experience letter or a letter without duties why not upload a proper letter signed by hr. Notes don't explicitly say additional docs are required.

It is you who is. The notes you are referring to say that the officer is not satisfied with the work reference, and the applicant stated that he submitted letters not signed by hr, and you join 2 and 2 to make it 4, whereas the issue could be anything ranging from NOC job duties, employer verification, issues in dates, salary etc.

Submitting documents that are in stark contrast to the ones submitted earlier, will only make issue worse.

Before just throwing something, make sure you understand the repercussions.

Have one more question regarding post-ITA. I am in USA on EAD (green card process) for past 5 years. EAD's are renewed only for 2 years every time. So do I have to upload all the past EAD's and current EAD for my proof of residence (ie USA)? Note: My country of citizenship is INDIA.

Although the documents list did not ask for my proof of residence - I am planning to upload my EAD along with my Passport document just to be safe to show that I am living here in USA legally on EAD (Employment Authorization Document).

Also my current EAD is expiring in December 2018 - Do I need to add any explanation in LOE stating that I have applied for EAD extension?

Only your current Employment authorization.

Yes - My brother did mention that Canadian passport didn't have mother and father names mentioned but he has a copy oIndianindian Passport which states mother and father name and that matches with my indian passport as well. Will it be an issue if I upload my brother's indian passport copy even though now ha e has canadian passport?

The only issue is that after you take a citizenship of another country, the Indian passport has to be surrendered at the closest embassy / consulate. The passport is then cancelled and returned. Not doing so is an offence, and the old Indian passport is invalid. One person cannot have 2 passports unless he is from a country that allows dual citizenship, and India does not.

Thank you for your response. I worked as self-employed doing jobs on a contract basis for various companies. What is the most indicated method of proving that work experience? The contracts themselves? Should I write letters confirming I did the job and get the companies to sign them? Thanks again

The contracts.
The checks or funds transferred, completion letters etc.

You can get letters from the people you worked for, which can affirm your job duties. Self writing letters are not acceptable.

My AOR date is 13 Aug and still have not reached MEP stage. I moved from Delhi to Yangon (Mayanmar) on 3rd March 2018 and completing 6 months here today. Should I apply for Yangon PCC now or when asked by IRCC later?

Have you informed IRCC of the change of address? There is no need to send any PCC yet. Only when asked by IRCC

If there are no instructions, then you will need to send it to the closest Canadian consulate, which should be in Islamabad.

You can simply change your spouse to non-accompanying and provide a reason in the form, no need for any documents.

I did not say i have cleared my eligibility. I was rather asking that i have cleared eligibility or not by this time as its been 60 days since aor.

No one can give you a definite answer without looking into your GCMS notes.
