Effective 4 April 2005, the new guidance and counseling procedure for spouses and partners of foreign nationals was implemented.

Under Department Orders No. 11-97, No. 15-89, and No. 28-94 of the Department of Foreign Affairs, Filipino spouses and other partners of foreign nationals are required to attend the guidance and counseling program as a pre-requisite to the issuance of passports. The objective is to help the said clientele make informed decisions and prepare them for the realities of cross-cultural marriages.

The St. Mary Euphrasia Foundation-Center for Overseas Workers (SMEF-COW) and the People's Reform Initiative for Social Mobilization Inc. (PRISM) conduct the guidance and counseling program to Filipino spouses and other partners of foreign nationals. The Commission on Filipinos Overseas (CFO) issues the guidance and counseling certificate to clients who have satisfactorily completed the guidance and counseling requirements at SMEF-COW or PRISM.

Counseling Requirements for Filipino spouses and Other Partners of Foreign Nationals

1. Two (2) valid identification cards with photograph
2. Duly accomplished guidance and counseling form
3. If married, certified true copy and photocopy of marriage contract on security paper from the National Statistics Office (NSO), or the Local Civil Registry Offices (LCRO); or original and photocopy of Report of Marriage issued by the Philippine Embassy/Consulate in the country where marriage took place
4. Other documents as may be required by the counselors; and
5. Counseling fee: PhP 250.00

Note: Only 12 counselees in Manila and 10 counselees in Cebu are accommodated per session, on a first-come, first-served basis. Please check the CFO website for the schedule of Guidance and Counseling Sessions in Metro Manila or Cebu for those planning to go to the Netherlands.

After receipt of passport and visa, the Filipino spouses and other partners of foreign nationals will have to register with the CFO prior to their departure. Registration is done either in CFO Manila or CFO Cebu Extension Office, Monday to Friday, 0800H to 1700H. An emigrant registration sticker is affixed to the emigrant's passport as proof of registration.


Registration Requirements for Filipino Spouses and Other Partners of Foreign Nationals

1. Original Passport
2. Original and photocopy of visa
3. Original CFO guidance and counseling certificate

Sis, dito ako nag counselling (CFO) requirement kase yan nung kumuha ako ng passport; kaya tapos na ako with that counselling, i just need to go back pag may visa na raw ako for the sticker...

yung iba nakuha nila a month ang iba naman 2 weeks .....yung sa akin dapat makuha na namin less than a month kaso yung cic tumawag sa hubby ko kasi my missing doc kaming na fill apan yung sa teenager ko so far wala pang email tom. my hubby will call.....yes sabi nila mahirap ang mga codes we will wait and see.

It would be nice if PC25 could update update us with the outcome, so that it could help others when dealing with the same case.




hi newbie here.. my husband also got his PR from being dependent of his parent.he's only 21 yr old when he went to canada.. after a year he went back home and we got married...he's already 22 that time and im 21 yr old... our relationship started 7 months before he leave to canada....his mother was under caregiver when she got my husband,i think its 2 or more years processing... so when my hubby applied for PR before we are not yet bf/gf that time...im so worried about this PC25... does it affect our processing?? but they already ask me to pay RPRF... pls reply>>>>

The case you mentioned is sample case of misrepresentation... since PC25 and his wife was ALREADY MARRIED BEFORE he was sponsored by his parents. The fact that he is already married, he NO LONGER qualifies as a dependent child of his parents. IN your case, your marriage came AFTER the sponsorship.

IMHO, having a relationship 7months before he left for Canada is not a problem since your husband's status quo at that time of the sponsorship was he is single and a dependent child of his parents. However, you mentioned you and your husband are NOT YET BF/FG when the PR application was filed... this statement seems contradicting the relationship you have with him 7 months before he left for Canada.. Was the PR application filed AFTER or BEFORE your marriage?

It means that her husband applied way before they became bf/gf. And then 7 months before it was approved, they became a couple then got married when he came back from Canada :)

I have a question po. pano ko malalaman if CPC-DM na? di pako makapasok sa eCAS pero ang nakasulat sa site nila "(working on applications received on June 17, 2011)". June 16 nila nareceive yung papers namin. Around when kaya pwede maaccess yung eCAS?

...malamang APRIL batch na next in-process..tapos sunod-sunod na yung sa MAY onward batch...konti na lang kasi backlog nila sa ibang Batch...

Hi pinkish you have to wait the letter send by CIC dun kasi nakalagay yung CLient# which will be used to access your eCAS...less than a week you will be receiving letter from them about DM status...
