Kidding aside, I think CEM is intelligent enough to know if the applicant is a typhoon victim or not (directly or indirectly). A victim does not only mean you lost your family or properties, but it also means you are affected with what happened because you are in the same place or near the place and thus you are experiencing inconvenience and discomfort (no electricity, commodity prices increase, difficulty with transportation, few opportunities, etc..etc).
