I see two options here.
1. Do as you already suggested. Show the original marriage certificate from Canada to the NSO in Philippines so they can issue you a AOM.
2. Wait for the PPR from CEM. If they require the AOM, they will ask you to submit it along with the passport.
If you have not yet submitted your documents to Missisuaga, I would just send the Original marriage certificate from Canada along with a letter of explanation. While waiting for Sponsor approval, I would acquire the AOM to have it ready upon request from CEM (manila).
If you have already submitted the documents and are waiting for Sponsor Approval or PPR, I would not waste anymore time and just acquire the AOM while waiting. They may or may not ask for it but why take a chance and waste more time.
Either way, I would acquire that AOM sooner rather than later.
