how do you know this is how they do it?

I got it from other forum this is her answer about my post that's why I shared it in here regarding about VO and how to organize applications.

I do this work for a living and have sat through many sessions with the Program Managers from various embassies and CPC Mississauga, Sydney and Vegreville while they instruct lawyers and consultants about how to organize and submit applications. The instructions I gave are THEIR instructions to legal representatives. And yes, some applications are WRONG. At the recent Canadian Immigration Bar Association conference held in Kelowna, the PM from CPC Mississauga (when discussing this issue) was talking about a recent file they had received that had two boxes full of paper. This was TOO much and they were very unhappy with it. They also discussed how things get LOST because papers get stuck in folders or envelopes or get mixed up when removing staples and sticky notes and little flags and when a paper is found days later it's almost impossible for them to match them up with the appropriate application. The volume of mail they receive every week is massive.

And you are wrong that every application has their own VO to process it. Every application FIRST goes to CPC Mississauga or CPC Vegreville for assessment of sponsorship. That's where they are reorganized. So the VO never sees the way someone originally organized an application. When it reaches the visa office it goes to data entry first. Then to storage, then to the paper screen officer, then recommendations given/instructions made, then back to storage, then checked on the BF date by admin staff to follow up on recommendations/instructions, then if a decision is recommended or further instructions required, forwarded to a VO for a review and either a decision or an interview, then back to storage, and then assigned to a VO on the morning of the interview, then decision entered or stored until the VO gets to it, then to the program manager or senior officer for review of the decision.

I am also trying to help people with how to organize their applications appropriately and get quicker processing and decisions. I've been doing that on this forum for over 4 years. You can read my posts and judge my advice for yourself but I think you will see that I have an idea of what actually happens in this process.

The undertaking you signed is an unconditional promise to financially support and provide basic requirements for your sponsored relative(s). This undertaking is not broken by such changes as the granting of Canadian citizenship, divorce, separation, relationship breakdown, moving to another province, or a change in your financial situation. Your obligations as a sponsor begin as soon as your sponsored relative and, if applicable, their accompanying family members become permanent residents of Canada. This undertaking cannot be cancelled once permanent resident visas are issued to them.

Right of Permanent Residence Fee (RPRF)

If the Right of Permanent Residence Fee is applicable to your application and you have chosen to defer payment of that fee, you will be contacted to make the payment at a later date. A Permanent Resident Visa cannot be issued to your relative(s) until this payment is submitted.

When should I contact CIC?

You must notify Citizenship and Immigration Canada (CIC) of any changes to your application. Examples of changes include:

• Changes in your personal circumstances, such as birth or adoption of a child, death of a family member, a marriage or a divorce;
• Change of contact information (e-mail, mailing address, telephone number);
• Appointment or change of immigration representative or designated individual;
• Decision to withdraw your application.

You have the option to withdraw your application at any point in the process. You may be eligible for a refund of the sponsorship fee or the permanent resident application fee if processing of your file has not yet begun.

If you have sponsored other eligible relative(s):
To contact this office and for more information on what to expect next, please refer to the After You Apply webpage at www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-after.asp.

You may also contact the Call Centre, toll-free, at 1-888-242-2100. Changes to your address should be made through our online service at www.cic.gc.ca/english/information/change-address.asp.

How do I check the status of my application?

You may use your 8-digit Unique Client Identifier (UCI) number located at the top left of this correspondence to check the status of your application on the CIC website. Please visit www.cic.gc.ca/english and in the “I Need To ...” section on the right-hand side of the page, select “Check application status”.

How long will it take to process my application?

Processing times vary. You can consult the processing times by visiting the CIC website at www.cic.gc.ca/english/information/times/perm-fc.asp. Please note that, given the high volume of inquiries submitted to this office and Canadian visa offices abroad, status updates on cases are not normally provided unless the processing time for a file is longer than the service standards outlined in the CIC website.

Sincerely,

Officer LS
