1) Yes, but it's difficult once you are married/applying for PR, because these are considered attachments to Canada. It is possible though, and even if she is refused you can try again. It won't affect her PR application. I'd suggest bringing her to Canada first and applying from within Canada, assuming she can live with you at this time.
2) Depends on your province. Alberta allows this.
3) Dependant visa is not an official term, but it usually refers to the open work permit the spouse of a foreign worker is eligible for. A visitor's visa is just a normal TRV for non visa-exempt countries. Both visas require you to prove you will leave when the visa has expired (show strong ties to home country). She's not eligible for an OWP as a dependent of a PR, but she would be eligible for the OWP with an inland PR application, if you can get her into Canada on a TRV.
