No it does matter. In most cases, as long as you qualify then CIC "should" send the application to the visa office you request. I'm just saying that there are several cases i've read on this site, where CIC sent the app to the office based just on their citizenship. If you really want a certain office for processing, it's probably good to also include a nice little cover letter stating this and explaining why.
We are looking to send it ASAP but are worried that If we send it now from within canada,they won't have anyway of knowing we are moving to Australia will they?
We both have one year working visas for Australia,but we won't be over there for a few months and don't want to wait that long to apply....
Basically we were just going to send it off now,but shouldn't there be some way we have to let them know that we are moving over there?
It seems like it would be a lot easier to request that it's sent to London,but I'm afraid I'd get called for an interview and be on the other side of the world!

I really don't know the details of requesting a visa office based on residency, when you haven't actually moved to that country yet. Others would need to advise here. My best guess is that if you aren't living there at the time you mail the app, CIC will not consider it for processing (though don't know for sure).
At the end of the day, even if you apply though London the odds of having an interview are VERY low unless you have some noticeable red flags in your application.
For address, you can change your mailing address online at any time, no matter where the app is being processed. So even if its it London they can still see your mailing address is Australia, and that's where they will mail your final COPR to at the end. That is the only snail mail ever needed, and all other correspondence with CIC should be through email.
