The strike is affecting everybody. All processing is delayed and you will just have to be patient, like the rest of us. Assume it's going to add at least two months to the application process time. Then you will not be disappointed.

Any time someone's file is forwarded to a local office I recommend they send in an ATIP inquiry so they know why the application was forwarded to a local office. So you should definitely request this information. You only want the electronic case notes, you don't need the physical file.
If they say it is in queue it means it's still in the pile awaiting review.
Get your notes. You'll know within a month because you will either hear from the local office OR you will get your notes and learn from them why it was referred to a local office.

CAIPS results awaited and they are not responding to my lawyer.... We did MP inquiry twice but results were fruitless... nothing concrete.....

You don't ask him/her for a favour. You ask them about the status of your application. You tell them that waiting any longer then 6 months for a visa is ridiculous. What exactly they can do other then status check if file and passport is with them without any results from past 13 months. I even dont know what problem do that have with my file... No, you must have been there for at least one year. It says "have been" not "will be".
