1) She can possibly be denied re-entry as a Visitor because her intent to remain permanently. However, that's probably not going to happen. She's Dutch, so she's visa exempt. If she takes proof of her PR application and proof of Financial Support, then chances are, it will be fine.

3) Yup, that's perfectly fine. You don't even have to technically enter the USA. You can also check with your local office for an appointment. Sometimes they surprise you.

4) Even if she requires an interview, she still has to do the landing in Canada :P
 
Police Clearance Certificate

my wife is struggling to get PCC from the Passport Office from India as they say she will have to bring along the Letter from Cic and i checked with cic they say they will not provide any Letter requesting for PCC. how can i get the PCC from India without any Letter from the Canadian High Comission?

Why is it an issue to request a PCC from India?

Or just a little grease... That's how they asked my wife in Moscow (when she emigrated to the US, back when police certificates weren't centralized). She'd show up at the local police station, and the "right person" wouldn't be there. She'd show up when the right person was supposed to be there, and he'd tell her she needed to type the thing herself. She'd bring it back, he'd be too busy to sign. She pestered the guy until he finally gave up and signed and stamped the thing, but for $50 it would have been done in an instant.

I wonder how CIC would react if you wrote to them and said: "The police are asking for a bribe to issue a police clearance certificate. It would be unlawful for me to pay the bribe. How do I obtain a police clearance certificate proving I'm not a criminal without becoming one?"

HAHAHA very true. They are always like that you see each and every body from the lower level to the highest level are asking for bribe.

And it is not the money they are going for they are asking to do shitty stuff that I am so ashamed to say it here.

Can you hire an attorney or a notary or some other consultant/organization to obtain it for you?

You will get a document containing all the electronically recorded notes regarding your application, (i.e. what areas have been examined, what background/security checks have been done &/or what ones have not been started). If enough time has passed that your application has been looked at by an Agent, there will be some narrative information recorded by the Agent (i.e. their impressions &/or conclusions regarding your relationship). Ours was 31 pages long, so you can probably deduct that there is a lot more detail than what E-cas reports. That being said, if it is early in the process, you may not have much further information than what E-cas says.
