My fiance lives in montreal but originally from Quebec.we need single status certificate.He got it from noter but we think its not the right paper because ministry of justice should do autantification.So where can he get this paper.He went everywhere even lawyer.NO ONE KNOWS. I am not certain precisely what is required in Turkey, although the requirements after a couple minutes of googling seem to me similar to much of Europe/post-soviet space. (Pls no-one take offence at my generalization).

"Single certificate" since you are in Turkey - contact the consular section of the Canadian embassy/consulate (Istanbul or Ankara). Embassy lists "Issuing a Statutory Declaration for the Purpose of Marriage" - the formal doc is going to have some slightly different name (probably) than 'single status' but will be what the Turkish govt will need. (The consular section will likely be able to give a bit more detail and confirm but they are NOT responsible for doing it for you or helping you figure it out). I forget the name (absence of impediment to marriage?) but the reason the consular section issues it is to meet this requirement - in substance it is a sworn oath that you (the Canadian citizen) state that you are not married and there are no impediments to marriage.

In many countries the next steps are usually get a certified translation (almost everywhere) and then get it 'authenticated' (possibly just at a notary, sounds more like this is what is being referred to as Ministry of Justice). You'll have to find out how to do this locally.

There is a similar process IN Canada, which the citizen would get before departing, I am not familiar with it.
