Yes, only relevant for inland OR for a spouse who has arrived in Canada afterwards/is now in Canada and intends to remain until process complete.I was also reading the thread and saw something about Portal 1 and Portal 2 emails, is this only for inland applications? Will we be exempt from this because its an outland application?
