If you are American applying outland, your application more than likely will go to Ottawa.

Americans are currently being processed within 2-4 months.

wellll that's interesting. I saw some people had theirs completed within 2 months but only took that to be a few people. The CIC website still shows 15 months if you apply from the US. If 2-4 months is a real trend then that would be super.

The posted processing times are not at all accurate, and only represent the timeframe 80% of applications were processed within.

In most cases processing times will be much shorter than what it shows online.

Ok cool. Do you you know if I should then follow the guidelines for the US or western Europe? The sentence states :
Sponsored relatives must follow specific instructions depending on where they live.
Seems a bit odd to follow the european guide if it would be processed by the US visa offices. :-/

It does say "where you live" so I'd follow the Western Europe guide.

It is almost identical to the American guide anyways.

Yea, the "where they live" line could be pointless in many cases. What if you are a foreigner living in, say, India? You wouldn't have any of the India-specific documents they mention, and they usually send the application to the person's country of citizenship. So really you should be completing the forms for the country of your citizenship. I guess it depends on how many ties you have to the country you're in.

LOOKING FOR AN ANSWER TO MY CONCERN...

I AM A PERMANENT RESIDENT IN CANADA. IF MY HUSBAND APPLIES FOR VISITORS VISA BEFORE WEDDING AND IT GETS APPROVED. CAN I STILL APPLY FOR OUTLAND VISA OR IT HAS TO BE INLAND?

You may apply for which ever one you want to. Outland is usually faster though.

if I go for outland, Can he visit me here in Canada before i sponsor him or should he visit after i have applied for his sponsorship? (in the scenario that his visitors visa gets approved)

If you are looking for a visitor visa from a visa exempt country it would not matter however if the country requires a visa to visit Canada better to do it before applying.
