If one has a work visa for France, this means he is living and working in France. Or we can say that he is a French resident. But if your husband has gone there recently, this means he is not living there from last one year. There is no point to discuss the matter.
What I have learned is that the lawyers don't put sufficient effort on the applications. Every case if different and the concerned applicant is the best person to prepare the case.
For a suspicious lawyer who kept you on hold for so long for a visit visa. I doubt, he applied your visa. Visit visa is a very short term process and it does not take so long to get decided.
I can't imagine of a rule that will stop a person from visiting his wife and daughter. I don't have first hand information of such a matter.
What I could find is only
There are many reasons we may not let you into Canada, such as:
you are a security risk,
you have committed human or international rights violations,
you have been convicted of a crime, or you have committed an act outside Canada that would be a crime,
you have ties to organized crime,
you have a serious health problem,
you have a serious financial problem,
you lied in your application or in an interview,
you do not meet the conditions in Canada's immigration law, or
one of your family members is not allowed into Canada.
