Some foreign nationals do work for foreign governments intent on spying or disrupting. They spend much time and are good in tradecraft hiding Thier true identities. I can share a story where a whole family of Russian spies had set up shop for decades...So whats the use of pcc?
If an individual have "suspicious past". Thats not difficult to find, the first gravel that jumps up , might cause the red flag
But
When the person is clean. . . Should it really take , 5,6,7 etc months?
I am ok with it being a process, i accept that. I think its a process that can be improved for greater efficiency.
There is the saying
"We strain at a mole hill, but scamper over the mountain"
It is what it is, i can accept it, i just dont see why it has to be that long.

That said, it's easy to say 3-6 mos. We agree that is an acceptable time.
With world migration patterns, and the fact that CSIS rely heavily on international partners to help, lower priority cases (not to say that they really are..but the feds do have a driver to bring in more skilled workers) end up suffering WRT time.
