Spousal Sponsorship in-land Applications 2016 timeline and updates

Jan 2016 Inland applicant who did medicals upfront and submitted with the application. My spouse got medical request again on Febraury 27th. But when we check the status of the application it says application received with below comments.

We received your application for permanent residence on January 12, 2016.
Medical results have been received.

Do people get medical request by mistake?
Do we need to redo the medical tests? If not, should I contact CIC?
Though we got Sponsor approval, status is still application received (not changed to application in progress), is it normal?
Should I pay RPRF fee now? If I pay online, how should I intimate CIC that I paid online?

Mak31086, i m the Jan 2016 applicant too and got the same status as you have now, but they didnt ask for new medical check yet, it was submitted up front too, did you get SA and AIP recently ?

My wife (sponsor) is planning to have her name changed to my surname. We have submitted our application last June 2016 and we are yet to receive our SA and AIP. Is it advisable for her to have her suname changed while we are processing our application? Or is it better if we just wait. The thing is she has to renew her philippine passport this May and would want to have her surname changed.

Also, has anyone tried this before? How did it went?

We changed everything before we submitted our application from Drivers license, health card, PR Card, SIN and philippine passport. in your case better to change it after you landed.
take note that there's no middle name for PR card and Canadian passport.

Yes from Quebec City in fact. We got CSQ in early September 2016. No dependents. There is no logical reason for the delay, but look on the spreadsheet, we are 5 that applied on August 12th 2015 that did not get processed yet. There are few bunches here and there on the spreadsheet, I think in April and December (sorry for the lack of precision, just using my phone tonight, we are among the 35000 home without electricity since yesterday due to the storm). So... no logical reason for the delay, but nothing we can do and even my MP couldn't do anything yet.
