My married younger sister is in Alberta, for more than 7 years, and she already have Permanent resident visa. Can she sponsor my older sister in Philippines to bring her to Canada, who is still single at 46?

To qualify to be a sponsor the sister in Canada would need to be:
- unmarried / no common law partner
- no children
- both parents deceased
- no family members in Canada (i.e. no siblings, aunts, uncles, etc.)
The sister in Canada is married - and therefore doesn't qualify to sponsor.
