Basically CIC doesn't care about pregnancy, they only care about when a baby is actually born. And if you are Canadian and can pass on citizenship, it's really not a big deal as the baby would not need to be sponsored as it would already be Canadian citizen upon birth. So updating an application in progress would just be a minor detail (would be a major issue if baby was not Canadian and had to be added as dependent).
However there are many other things to consider:
- if she gets pregnant before the application is submitted, she may be unable to do medicals due to x-ray risk
- if the application takes over 1 year, they may ask you to do re-medicals and again if pregnant at that time she will not be able to do and app could be delayed until after birth
- if she intends to stay in Canada during processing as a visitor, make sure she will have provincial health coverage to cover pregnancy and delivery costs. Only some provinces (like Alberta) offer this to visitors while applying outland.
