I am a Canadian citizen. Can I sponsor my sister who is under 18?
 
I'm looking at your time line and how are you a Canadian Citizen. No you can't sponsor your sister unless you have no living parents and no husband or common law partner or children in Canada. If you don't have any of these then there is a possibility of sponsoring your sister.
 
Perhaps he/she is sponsoring his/her spouse?

That said, that will immediately disqualify you from sponsoring your sister.

He can sponsor her as a dependent provided he sponsors his parents, includes his sibling in the application, and his sibling is under 19 when the application is received by CIC. That's the only way...

I read Zardoz link he posted and it looks like he is the Citizen and the timeline on the side is his wife's.

However, if neither parent wishes to or is able to become a permanent resident, it's the end of the road, as there is no fallback to siblings.
 
Just curious: If you are a new PR who was sponsored, what is the expected timeline for sponsoring a sibling who is under 18? There is a waiting period for newly sponsored PRs before they can do parent sponsorship and include a sibling as dependant right? How long is that?

Parent sponsorship requires showing previous 3 years of Canadian income meeting the LICO amount. So if you have a co-sponsor for your parents app who already qualifies for this LICO the past 3 years, then there is no waiting period and you can apply for parents right away (or when the program re-opens again in January 2016).
