I would like to sponsor for my sister. I am PR holder. My sister is married and she also has a baby.

I came to know we can sponsor for sibiling through Manitoba pnp?
I am eligible for Canadian citizenship too. If I am citizen, is it more easy to sponsor my sister??

Yes, my parents still alive.
My sister got married 3 yrs back and she has a 4 months child.

You can't sponsor her through MPNP. You can support her MPNP application. However, she still has to meet the usual requirements such as education, language ability, skilled work experience etc. I suggest you do some serious research.

You being a citizen doesn't make it easier.
