Unfortunately they do not care much whether you have come back to stay for good if it's too late and you do not meet the residency requirements. They also don't care much about your financial situation. They may say that if you were not ready to move to Canada, why did you apply for your immigration.
However, it's also quite possible that they don't really care to report you as it's extra work for them. They may give you a stern talking to, tell you that you do not meet the residency requirements, that you have lost your PR etc. Just be apologetic and agree. If they let you in without reporting you, whatever they said is unimportant because you can stay for 730 days + and then apply to renew your PR card as you will meet the residency requirements again and they will not be able to refuse. During the 730 days, you should not apply for anything from immigration, do not apply to renew your PR card early, do not apply to sponsor family and do not leave.
If they do report you, you will have to appeal for your PR and your reasons of not having had money etc. will not go very far and you will probably lose the appeal.
