Don't worry.
Ask your husband that he does not go to WELFARE. Only people living on Welfare, other than disabilily wefare, can not bring spouse. According to immigration act if your husband is not in welfare he can bring his wife. Immigration act says as follows :
You may not be eligible to be a sponsor if you:
•did not meet the terms of a sponsorship agreement in the past,
•did not pay alimony or child support even though a court ordered it,
•get government financial help for reasons other than being disabled,
Ask your husband to talk to any immigration lawyer for confirmation and inform SVO that he is not working and he is not in welfare too.
