. I am currently being sponsored by my husband. I have 4 siblings, the eldest has cerebral palsy, second is a nurse third is still in highschool and the youngest is 8 yrs old . After i land in canada, i am planning to sponsor my youngest sibling so that my parents can focus on my handicapped sister. Can i be able to sponsor her right away? And how long is the processing time?

That is not true. Completely false. A sponsored spouse is barred from sponsoring a different spouse for 5 years after landing. This is to reduce fraud of sponsored spouse from divorcing after landing or after conditional PR has passed, and sponsoring another spouse.

Nothing to do with parent/grandparent sponsorship.
 
Regardless of the sponsored spouse rules, you cannot sponsor siblings if you have family (a spouse) in Canada.
 
More importantly, you would only be able to sponsor your sibling if 1)You had no family in Canada, which you do and 2)Your parents are deceased, which they aren't.

You can not sponsor your siblings as you are not eligible. You can only sponsor if you have no spouse, kids or parents to sponsor. You along with your spouse can sponsor your parents including your siblings as dependents but check with the medical admissability about your other siblings. If one family member is not admissable, complete family will not be allowed.

The OP could sponsor the parents with the youngest sibling, the high school sibling, and eldest adult. The other nurse sibling does not qualify as a dependent. The eldest child can be considered a dependent of parents if proven to be medically dependence on the parents. However the problem is that the eldest child may likely fail the medical due to "excessive medical demand" dued to cerebral palsy. Once the eldest fail the medical, the whole family PR sponsorship fails.

I think CIC would see this merely as a ruse to bring her here, I wouldn't expect this to work.
 
So theres no way i could help my younger sister? My parents are both older now and she is just 8 yrs old. I hope i could bring her in canada with me so that my parents can focus on my older sister.
 
As others have explained, the only way to sponsor your sister to Canada would be to sponsor your parents for PR and then include her as a dependent in the application. If you go this route, you should note that the process will take many years to complete. You cannot sponsor your sister directly and adoption will not work (CIC will just refuse the application since it will be very clear this will have been an adoption of convenience).

If you want to bring your sister to Canada on a temporary permit, she could try applying for a study permit to come to Canada as an international student. There is no guarantee the study permit would be approved - but you can certainly try. Note that as an international student she will have to pay fees to attend school - even public school. You should assume this will cost around $15,000 per year for public school (more for private school).

No, in general the system is not set up to allow sibling immigration under family class. Only spouses, parents and dependent children.

So really your only option is to apply for your parents PR (when the program re-opens on January 4, and if you qualify with your spouse for income requirement), and include your sister as a dependent under their application. Any siblings aged 19 or over are not dependents so would not be included in the application. So assuming your eldest sibling is over 19 and can be left off the application, their medical condition may not have any effect on parents/youngest siblings app.

In theory once parent's app is approved along with youngest sister, they can all come to Canada to land as PRs, but then parents are free to return back to home country if they want to. If they eventually lose their PR status due to not meeting residency obligation, it would have no effect on youngest sister's PR status as long as she was staying in Canada.

Just note the parents sponsorship process is very tough to have your app accepted since they only accept 5000 per year and should be received on Jan 4, and the process can be quite long (expect at least 4-5 years).

This is not necessarily always the case - my public school board has an "ask no questions" policy. They will enroll anyone even without status.

Having said that, I don't know if the student visa requires payment to the school board as a condition.

For the study permit to be approved, CIC will expect a letter from the school / school board confirming they will accept a foreign student. As part of the application, the applicant will also have to demonstrate they / their family has sufficient funds to cover the tuition - as well as additional funds for living expenses (the applicant will also have to prove that she is a genuine student, has strong ties to her home country, and has no plans on remaining in Canada long term).

Some schools turn a blind eye when it comes to the tuition - most don't. It's really a crap shoot. Best to assume you have to pay and be pleasantly surprised if you don't.
 
To add one more nail into the coffin of this idea, during the 4-5 year processing time for a parental sponsorship, you'll have to maintain the Low Income Cut-Off (LICO) for a family of 8 plus any children you or your spouse might have. For 2015, that's $69,576 and $6,429 for each additional dependant.
