Yes. It sounds as if your medical file is being reassessed for extension.

operational guide for the medical file guidelines. If your original medical exam is more than 12 months old
and it is the only thing blocking your application, then the CIC agent will request that the file be re-checked to see if it still passes requirements. (What that check entails is a bit vague, but it sounds like a beancounter would look it over and see if there was any reason to suspect that you contracted TB in the intervening time)
If that extension is granted, then your file should be complete and ready for the COPR; if it is not then you will be asked to repeat the medical.
