you did t mention the type of visa he is applying for?
It depends on category, and you have all documentation needed for all visa types on their official site.
I think that tourist visas have more chances then Study or W/p visas, because thay have no work permits and no wright to work, so less chances to stay in CA.

Hi Doni,

According Vienna office's webpage (Who should apply for a study permit), your friend doesn't need a study permit if s/he plan to take a course that lasts six months or less. (However, s/he might need a temporary resident visa (tourist visa)... it depending on your friend's country of citizenship.)
Otherwise, s/he need a study permit.

As for a study permit, your friend have to submit at least documents on IMM 5483 and APPLICATION FOR A STUDY PERMIT – CHECKLIST provided by the Embassy of Canada to Austria.
I think Vienna office's Studying in Canada: Study permits probably help your friend.
If your friend is a citizen of, and resident in, any of the following countries, s/he may be able to apply for your study permit online :
Australia, Barbados, Denmark, Finland, Germany, Iceland, Italy, Japan, New Zealand, Norway, Republic of Ireland, Sweden, United Kingdom of Great Britain and Northern Ireland, United States of America and Puerto Rico (USA)
It's the way of getting the permit faster. See Apply for a Study Permit (from outside Canada) for more details.

The Embassy of Canada to Austria will provide your friend a letter(s), and the officer in the border will issue the visa to your friend.
I think it's better that show the officer a ticket of your friend's return flight with other necessary documents.

hi all. just would like to ask in behalf of my brother. he wants to apply under this category by next year, but he would just like to know if one should be currently working in order to qualify in this category. as you can see, he is resigned since 2011 and will apply as immigrant next year. his wife is currently on a working visa. i cannot answer this one, i'm hoping someone could answer this. thank you all and seniors :)

Hi Doni,

Yes, I believe it's better to submit his proof of property as well as a letter from his employer, and explain "why he submits proof of his property" in a cover letter.
I thought the Embassy of Canada to Austria is explaining so when I read their Temporary Resident Visa Checklist.

Hope your friend gets the visa successfully :)

What i know is this category is FSW2 Arranged employment as you said he has no job right now so may be it will be difficult form him to apply .. if he has one year experience in Canada then he can apply in experience class or from outside Canada if can get 67 points for FSW class he can apply in 2013.

Hello!,

Just to clarify, he has two ways of applying through CEC:

1. 1 year working at a full-time skilled job along with 2 years studying a post-secondary full time program at a Canadian Institution.
2. 2 years working at a full-time skilled job

My point is that he can apply through CEC only if he has previously studied in Canada at least for 2 years.

@ds3010 and shahid, thank you for the kind reply. we were just discussing now based on your replies. my brother was a restaurant manager for 3 years before resigning last 2011. his wife is a tfw with noc 6641. by next year, he is planning to apply as immigrant under fsw, he just would like to know if one should be currently working if under fsw arranged employment scheme. the thing is, the employer of his wife can offer him a job cause he is qualified to work, also as a food counter attendant. he wants to know if unemployment can disqualify his application, because as far as i know, one should be currently working if under working visa application. i have no idea cause he is applying as immigrant. ::)

When I had read your post first, I stupidly wondered that why your brother didn't read CIC informations by himself though an answer of his question is shown there...
However, I noticed that his case seems complex when I read your 2nd post. Now I would like to tell you some little things... I'm afraid.


1. A person who doesn't work currently can apply under current FSW1 (FSW arranged employment) category.

In order to apply under this case,
  • your brother must not be working in Canada and
  • he does not have a valid work permit and
  • he must have a valid offer of arranged employment.

In this case, the offer of employment is valid if his prospective employer:
  • has made an offer to hire you on an indeterminate basis if you are accepted as a FSW; and
  • has obtained a positive Arranged Employment Opinion from HRSDC.
and your brother meets all required Canadian licensing or regulatory standards associated with the job.

2. A food counter attendant IS NOT skilled worker.
According to NOC Matrix 2011 (Please note that this matrix is newest version), Food counter attendant's NOC level is "D".
In order to apply under FSW, your brother must get an arranged employment with skilled job which NOC level is "0", "A", or "B" as you know.
Human Resources and Skills Development Canada is also helpful to know NOC level of each job. Please check it if you need.


I think that it's much better and faster for your brother that applying under current or new CEC category after 2013.
Current eligibility is explaind by ds3010.
As for new CEC program, a person who has 1 year working experience as skilled worker job in Canada will be able to apply under new CEC category. I believe you know about new CEC program from * NEW FSW Points Criteria Announced & NEW Federal Skilled Trades Class (FSTC) * as you already asked about yourself at that thread.
Your brother's previous job (A restaurant manager) is under NOC level "0". It's skilled worker job.
