I don't need LMO for Trade Agreement, A co worker, she sent the app 1 week before me, I think she didn't sent LMO so may be that is why she got declined.

Yes, it means Positive Eligibility Review, you and I need this letter and that's what we are waiting for, check your spam email. But did she send a letter from the employer stating that she is permanently hired and that the company wants to keep her upon a potential PR approval??

We have the same letter, the difference we are from different countries.
Our employer doesn't involve in LMO request

The whole processing time depends on each applicants' local Visa office.
You might get the answer of your question on previous post on this thread or "Processing times for federal skilled worker applications" on CIC website.

I am currently in Canada and sent my application at the CIC intake office in Nova Scotia. In my application, I requested my visa office to be New York. The PER I received did not mention as to where my application has been sent.

As per the post it seems it take 2 months to get file number after sending application

Aye, it took 53 - 79 days. (from CIC received our documents to CIC sent us PER). We also received the PER 0 (= the same day) - 21 days after our CC was charged. The day when more friends get the PER draws near
