Congratulations! :) I had the same situation like you, decision made but no letter. Only after my partner called did we find out that our app has been approved. So I'm sure it's the same with you. :D

From my extensive experience at calling CIC I can tell you that sometimes it does take a few times before you get connected but I always managed to do so. But when I asked my partner to call he was coming back twice claiming that he couldn't get through. :P So I told him to:

- not wait till the end of all instructions each time. Once he knows the numbers he has to push after the first call, he can press the number after the first sound/word he hears eg. the first question they ask is the choice English /French - so he can press "1" (for English) when he hears the first word from the lady starting to ask about the language, without waiting till she finishes. It always saved me loads of time. So he can push buttons like that till the end, until the lady says something like "now I'm going transfer you to the representative, Do you have you current ID number to...." - he can skip that as well by pressing "0" after her first word. Then he will hear either how long he has to wait or the info that the lines are busy. If he is told how long he has to wait then the waiting starts and he shouldn't press anything, just wait coz they WILL transfer him to the agent at the end. Sometimes I had to wait more than 15min for that but they always did. ::)

Oh! and calling from any public phone is free (at least in Quebec but I'm guessing everywhere should be like that) so it may save him some money if he's forced to wait long.

And ask your husband to confirm the address, just to be sure. After they confused ours we both got an email letter after 2 days.

So congratulations on your approval (coz I'm sure it IS an approval :) ) and good luck with calling!
 
@ryathe: I appreciate the info. I will let my husband know. I just hope it really is some good news. I dont mind waiting for the visa. I just want to be assured that our application will no longer be sent back to us. Ill probably ask my husband to call cic on monday because he got mad at me, i woke him up a while ago, in the wee hours, i got too excited with ecas. ;D Oh the pain of differing time zones.

Lol @ waking hubby up.....I do it all the time hahahaha - I'm sure it is all good news - from what I have read on other posts it stays as application received if they have a problem with it :D

If you listed an email address on your application, that will be where they send your decision letter. That will be your only "letter" and you won't get one via snail mail.

Yea, we did. But it's coming via snail mail. On ecas, they said to consider delays on receiving the letter that they sent nov5 before contacting them, so it's snail mail.
 
my ecas says the same thing but I got mine thru email.

That's good. I prefer receiving it thru email as well. How soon did you get the email? Was it prior to ecas being updated? Or after it was updated?
 
Honestly I can't answer that one...... I couldn't get into my ECAS for a long time and I ended up having to get ahold of the Webmaster for the ECAS because I couldn't log on, it turned out that they had my birth year wrong so that is why I couldn't log on... but I couldn't log on before I got my letter in the email either because I didn't have a UCI/File # to try and when I tried with the receipt # it wouldn't work either (because of my birth year being wrong) Sorry I cant answer that one....how are you logging into ECAS without a UCI/File # are you using your receipt #?

how did you get a UCI# without a letter from CIC?
 
My husband is a PR. He has his own UCI. That's what we're using to login in ecas.
