Hello,

i am a Romanian living in Canada with Canadian Citizen status for over 7 years.

i married a Romanian girl in Romania on June 20th 2015.

Gathering documents and finally applying on August 25th 2015. Application was sent to Mississauga.

Date File Received: August 27th 2015

Date Sponsorship Approved: Oct 23rd 2015

Date PR Application started processing: Oct 27th 2015

Medical results "received" ... submitted with application.

Visa Office = Bucharest


And here i am, found this forum ... sooo many threads and pages to read, haha if i started reading them back in Oct 2015, oh how time would have flown by.

Now it's April 2016 ... over 7 months since application received ... over 5 months since PR application started processing. NO update. Just the 3 lines on the wife's side. And my Sponsorship even though i got an e-mail saying "hey you made it, you are a sponsor!", online it says it "started processing on Oct 9th 2015" ... so from what i can tell, YES, the online application status is not 100% caught up, sadly :/

Will give any updates once i have some.

Hi Dorin ,welcome here and thx for sharing your timeline with us.You applied just one week before me so we are pretty close. As you said about ECAS unfortunately is not caught up, even if my husband got approved since long time ago ,on the ECAS the status is ,,in process,, , my status is in process since november 11th and I have three lines there as well .This waiting is depressing

Update #1

Just to fill in on what i have done since then application.

Immediately after the application was sent to Mississauga, i invited my wife to visit, she applied for a Visitor Visa.

It got denied on these reasons:
- she has no money for the visit
- she has stronger ties with me than Romania (duh)
- she has "dual intent" and will therefore not leave Canada

We were hoping they would be reasonable in letting her come here and wait out the application processing, but nope.

So 2 months later i get approved as a Sponsor, ok let's try a Visitor Visa again.

The invitation was appealing to the inner most humane parts of the person who read that letter.
The waiting is brutal and it is just weird to keep husband and wife separated.
Christmas was a month away, let her come for at least a month!
My grandmother's 99th birthday was in November, she really wants to meet my wife .... while her health holds up. Grandma is in Canada.
Dozens of reasons. I sent her money even so she has "money for her visit".

Response was shocking, the answer again NO ... the reason ... just one ... She has stronger ties with you than with Romania, her home country.

And within that response letter they told us to stop trying for a Visitor Visa and just wait for the main application to go through.
A friend of mine explained to me that they can't check that the relationship is genuine via Visitor Visa and that's why they won't let her come as a visitor.

Well this created financial and time stress, because this meant i had to go to Romania for Christmas ... and during that time my 99 year old grandmother died ... so emotional stress went to new heights. i was her favorite nephew and she passed away when i was in Romania. UGH!

Their approach to this is illogical from my point of view. Yes, she has no ties because she anticipates moving to Canada to live with her husband. Yes, she has nothing to return to because that country called Romania has poor economy and it is impossible for her to make a good living there.
Why keep her in a country where she has nothing and she has nothing to offer that country?
They don't trust me that i will send her back to Romania, ... they won't risk allowing me to prove it ... and they apparently can't force her out? Let her come and then police escort her to the airport! Anyways i will end the rant, as i am sure others know this feeling of frustration over this issue.

So since the application, 2 Visitor Visa attempts, both rejected no matter what you do, unless she has bills and property and a 4 year school program she is enrolled in and 2 dependent children, they will not let her come to visit, because strong ties to the Canadian husband .... is just unacceptable for a visit. :-X

Update #2

Here is a really good one for you guys.

My wife, in Romania, last week received a call from the Canadian Embassy in Romania.
She was asked if she still wanted to come to Canada under Family Sponsorship (my wife is in shock at this question, completely out of the blue).

"Yes, of course! Why would you ask that?" - Because we are about to reject your application because you have not replied to the requests we have sent you in e-mail.

So, Application received August 27th 2015, Sponsorship Approved Oct 23rd 2015, PR Application processing started Oct 27th 2015 ... and on November 24th 2015 they had sent an e-mail to my wife's e-mail requesting two things:

1) an extra 2 years of information before the last 10 years (so basically where she worked and lived since 2003 (last 12 years))
2) the sponsor didn't pay for the RPRF

2 problems, 1) i didn't pay for the RPRF, my bad, paid for the other 2 somehow missed that one ... it turns out that my wife's e-mail was incomplete, was missing a few letters. So she never received the e-mail on Nov 24th 2015.
So time passes by, i am ironically visiting her in Romania because our second Visitor Visa got denied in December. And no response from us, we had 30 days to respond, other wise the application risks rejection.

They send a second e-mail to that incomplete e-mail, on Feb 18th 2016 (3 months later) stating the same thing.

I have been checking the online status EVERY DAY AND NIGHT since October 2015.

THREE MAJOR PROBLEMS:
- the sponsorship RPRF fee was supposed to be mailed to me, the sponsor, not her! They had my correct e-mail and i would have gotten it and paid it ASAP.
- they had my correct e-mail, my correct phone number, her correct phone number, and her incorrect e-mail ... they contacted us only through her incorrect e-mail
- the online status did not mention this! WHY?!?! This is important, why state that everything is received and not put one line saying "additional documents requested, check e-mail".

So last week April 2016 (5 months later!), she gets this call telling her the application is on the verge of rejection because we did not respond.
My wife asks them to call back in a few minutes so she can check her e-mail and regain her composure because she was emotionally in shock.

The person calls back and my wife tells her that the e-mail is not there, then they double check the spelling and realize it is the wrong e-mail. So they clear that up, update the correct e-mail. NOW we are notified and can do something about it.

From what i read online, if they request something, your application goes on hold ... if that is true, then the last 5 months ... :-X :'( ... wasted ... i know i am to blame for the bad e-mail, but i am frustrated that my sponsorship issue was not addressed directly to me, i think that is unjust.

So i quickly paid the RPRF and sent it to Mississauga and it got there the next day. She e-mailed them with her updated info on the last 12 years. They wrote us that we may not inquire for the next 4 weeks about updates, they will contact us when the next step comes.

However, the person that called from the embassy did say one interesting thing, they want to finish processing this before August when my wife's medicals will expire.

So, i am stuck in a maelstrom of thoughts. Were the last 5 months on pause for the application? Does this mean they will do extra effort to speed it up and wrap it up until August? Does this mean that the relationship is ok and everything else is ok since the only thing they asked for was some extra info?

If it wasn't for that statement that they want to complete it before the medical expires ... it would have been hell for us. i would have had to go back and visit again this summer and several more months of uncertainty. Not to mention a Rejection because they used the one incorrect contact information, and not the 3 other correct ones ... it is just outrageous.

Just wanted to share in detail what has happened and see what you guys think of all of this?

I am in the same shoes you are. The timeline is the same almost. With a difference of couple of days may be.
I didn't even try with visitor visa because I know they refuse 100%. Now just waiting for respons from VO Bucharest. Medical expires in July. So we have no choice but to sit tight for now.

with something as important as this, you would think they would take some simple step to verify e-mail address, and also send e-mail cc to both applicants... it is making me worry that all it takes is an incorrect digit being recorded by the immigration officer in an email address and it causing this kind of problem

Hi Dorin,
Sorry to hear about your experience. It's upsetting that we can't rely on ecas. It's a long time since November, when they sent correspondence, till now with the ecas showing no updates. I guess is wise to request GCSM notes from time to time to get an idea on where your case stands.
It sucks that your wife visitor visa was refused twice, I do hear that they tend to refuse giving out visas for people that have applied for Permanent Residency. But at the same time there are people out there that did get visas while they Permanent Resident application was is process , so it's not 100% that it will be refused.
Anyway, I do think that your case will be solved before August, as the person that called said they probably will try to have it done before the medical will expire.

Update #3

Although our official marriage date is 20 June, we celebrated our one year anniversary on April 26th (yesterday) because that is when i asked her to be my wife (not finacee), and she said yes. We consider that the start of our marriage.


It has been 3 weeks since we sent out the documents the embassy requested.

Today, April 27th 2016, as a belated anniversary present, we got the e-mail that requests the passport. YUPEE! They said the application is almost complete and the next step is to send the passport.

So i assume within the next month we will have the final answer! ;D

Is there anyone here whose file was transferred from Amman to Bucharest?
What is the average processing time for Bucharest?I know cic website says 13 months but it's not the average.Based on the cases you've heard of, how long would you say it takes?

Update #4 (hopefully last one)

So it has been over 2 weeks since they requested the passport (on April 27th 2016)

The online application status has finally changed to Decision Made ... roughly one week later i believe.

But one week after that (two weeks since passport requested and delivered) ... still no sign from them.

Slight complication, they request that you either send thru VFS or thru a courier service with a prepaid return trip. We went with option 2, my wife's town only had FAN courier so we used that, but they do not offer the return fee to be paid until the package is delivered back.
So we wrote to the embassy saying we sent the files, and to please be aware that we had an understanding with the courier that since they dont offer that service, we would call them when the passport is ready to be picked up and they would grab it and deliver it and then the return fee would apply. We sent the passport and this email the next day after receiving the request. .... No answer.

To that same e-mail, 2 weeks later, we send a reply saying that we noticed decision made but have not heard a confirmation if the arrangement with the courier is ok for them and they will notify us when the passport is ready to be picked up.

The next day we get a reply from them saying to "be kindly advised that your package was sent today. Here is the tracking number".

Seems to me that unless we wrote that e-mail and the reply, they would have not delivered it back or even notified us

Today my wife got the package and the passport and all the documents are good, visa is applied .... and issue date was from May 6th 2016 .... which was over a week ago!!! ... i had a cousin in Romania and we left on the 11th. ... we were hoping she could come with him so she wouldn't be alone in the airports (first time out of the country) .... and behold, it was ready on the 6th, but nope, not gonna notify you, haha.

ANYWAYS, all is good now, she is coming, embassy frustrates me again though.

Now i am trying to find on these forums directives for what the landing will be like for her and what she needs to have with her and what she is suppose to be handed at the landing ... can't seem to find any good guide on that. Can somebody please help me out?

I sent the application on the 25th of August 2015, was officially received on the 27th of August 2015.
