i am Permanent resident of Canada living in Quebec from last 3 years. I am getting job in Ontario. my wife is in India. Can i apply my wife's PR from Ontario. and what i need to apply her PR according to Ontario rules.

If you are living in Quebec, you must follow the Quebec process. Where you work is irrelevant.

i am getting new job in Toronto next week. if i go there and change my home address and driving license, then can i apply or not ?

If you actually move to Ontario, yes, you can apply without needing to follow the Quebec rules.
