Hi, I have a Master’s Degree in Engineering from a Canadian University. I have been trying to pass the English test with CLP 7 as required for the Ontario Immigrant Nominee Program (OINP) Matters Graduate stream, but I had some serious medical issues and couldn’t get the desired result. Unfortunately my two years timeframe to achieve the CLP 7 and apply for the OINP were due last week. Is there anything else that I can do? Or I lost my opportunity to apply?

Would be speaking to a lawyer.
I did talked with two immigration advisors, but they say I need the CLP 7 to start my application. Maybe there is another way. I have all the points for the PR, and more than the minimum for the OINP, but the English test.

When did you get invitation? You need to meet requirements for OINP, and if you don't for Masters stream then you need to look at other pathways to PR. If you don't have English test results it will not be waived.

You've lost the opportunity to apply under this immigration stream.

You'll need to apply for PR under a different immigration stream since you no longer qualify for this one.
