He should have answered "No" for the question. If you apply for the US visa and got rejected then you will get red paper that says you are refused for visa. However, they don't stamp in passport, and its just the piece of paper that says you are not convinced the VO, hence you are refused.

I replied "YES" to statutory question of visa denial in e-APR. I explained denial in LOE as below;

"I applied Schengen visa for Business purpose on XXXXdate 2014. However, my visa refused because sufficient justification for the purpose and conditions of intended stay was not provided with the application. Refusal letter from XXXX embassy is annexed for your reference.
I have never been denied entry or ordered to leave Canada or any other country."

I have attached original refusal letter with LOE. Will it effect my PR process or lead to Schedule A request? So far, I am only asked Schedule 4/4A.

The answer is a resounding NO and you have done the right thing. You did not apply for a visa, you applied for PR and if you could not qualify since you did not meet the criteria that is not considered visa refusal. So relax and you are all good. I don't see a reason why your application will be rejected.
Thanks legalfalcon!

+1 to you for that. However I have already submitted a CSE explaining the entire situation. I hope I haven't done anything wrong by submitting a LOE with the decision letter clearly mentioning the reason as 'not meeting selection criteria'.

No harm done. Probably they will look at it and just ignore it. They will not even get back to you. But I always have this rule of thumb when dealing with immigration and administrative agencies, "don't tell unless asked, or necessary." More information just confuses them and then they have more papers to look into and you never know who is looking at your file.

But, this should not be an issue and you should soon expect a PPR.

All the best!

As I understand, his Student visa was not issued the first time.

The question under statutory section mentions - Visitor, Temporary Resident visa, Refugees Claim. I am not sure why one say "Yes" for a student via.

Folks - Please provide me your feedback

A Temporary Resident Visa (TRV) is a catch all, which covers student, employment, care-taker or any other visa category that allows an applicant to remain in a foreign country more than what a visitor would be granted (usually 6 months in most cases), but less then a permanent visa. In the US context, student visa (F1), Employment visas (H1B, O, J etc.) and other categories will all fall under TRV.

PLEASE ANSWER YES, or else you might get banned.
Canada and US share information, so you have to answer YES and explain what happened.
it will have no effect on your PR application.

Cheers

Hello Every body here and your help is really appreciated :

" I have applied long time ago in 1991 for a Canadian student visa , i get a refusal of visa and received a letter just informing me of that without giving me the reason of the refusal. At that time i was 18 years old, i called The Canadian Consulate to have more precision they only told me that the agent considered me too young to go to Canada :(
In the forms that i am sending to CIC:
Have you ever Applied to Visitor VIsa : Should i mention yes ???? (even it is been long time ago more than 20 years .) , If so what should i mention as reason of refusal ...
is there any one who have had a similar situation .???

Thank you for your help.

Answer Yes. Doesn't matter when it happened, report any and all refusals truthfully. Refusals in the past are unlikely to affect your PR application unless those refusals were on the grounds of criminal/medical inadmissibility.
