CIC does not always go by book the way things are written, and that text is often updated. The general consensus based upon experience of almost every one applying for express entry on this forum as well as those outside,
is exactly what's written above. You only need a PC issued AFTER the last time you were in that country, unless it is your current country of residence.
It makes sense too. It is not practical for some one who lived in 10 countries to get Police clearances from there every time they are submitting an application to CIC. Imagine some one who came here on work permit, continued living here, never went back to prior countries of visit and still is asked to get new PCs from all same locations.
While processes do exist for first world countries, at best its not easy to do the same for developing countries. I believe CIC recognizes that very well. Hence they made above rules.
