It might count as misrepresentation, so if I were you, I would say I was in a relationship and then say you got engaged after the last time you declared anything officialy, so at any time after your application for a student visa. this way, you are showing ties, but you are not stepping into your own mouth ( so to speak )

Thank for your response. My fiance is in Canada since May 2015 and I applied the student visa in October 2015. If I declare the engagement after October 2015, she needs to be physically present here in Pakistan, which is unfortunately not the case.
I have drafted the settlement plan as below, just please have a look at the relevant extract of my settlement plan which I wish to submit. Kindly let me know if this would still count as a misrepresentation:
SETTLEMENT PLAN EXTRACT
"In March 2015, we decided that my fiancé should go back to Canada in order to complete final year of her graduation in Administrative Studies from the York University. We were of the view that her Canadian degree would help her in finding a suitable job and this in turn would help us financially in the near future, when we land there permanently as a married couple. Hence, she went back to Canada on May 17, 2015 for our better future. Meanwhile, I also tried to upgrade myself by obtaining some local Canadian education, so I applied for a student visa on October 8th, 2015 for a post graduate certificate program in Global Business Management at the Humber College, but unfortunately it was turned down. Anyways, believing in the notion that whatever happens, happens for the best, I kept my spirits high and God presented with this great opportunity soon after.
My fiancé is coming back on February 12, 2015 (ticket attached) and we are planning to get married on April 2016. We plan to live along with my father in law initially until we (me and my fiancé who would be my wife by then) find our own suitable accommodation nearby."
