Well, i understand ur worry that around 30% time has already lapsed. As per experience of other candidates, they have responded to such queries/request for visa stamping from other place, after taking their sweet time. U can contact them by going through the spreadsheet, i hope u will be able to identify such NDVO candidates who were living in GCC and got visa stamped from respective embassies.
Keep in mind that the 30 day "deadline" is for normal situations. Many ppl have missed Medical/document submission deadlines, which were extended based on genuine reason. U can also check this by calling CIC.
As u have already raised CSE, ur time to submit passport will not lapse.
I know u would have used all of the possible steps to knock at their door, such as (a) CSE for NDVO, (b) reply to the PPR email (not sure if it gets accepted or it will bounce), (c) CSE for NZVO. I would suggest u to raise CSE & send email once again, as first one might have been missed by them. Moreover, why don't u try calling NDVO and send the fax also try sending a friend to NDVO to physically knock their door?

They asked me to do follow up with New Delhi visa office.I am in tough situation right now. New Delhi visa office is not even bothering to reply.
